CATCLIFFE PARISH COUNCIL: The latest meeting was held on September 2. Members of the public raised the issue of the recent camping of travellers on council land at Brinsworth Road. Although the land is fenced off it was pointed out that it is open land and access has to be provided for the public and for council vehicles to maintain the site. It was agreed to raise this with other agencies in an attempt to find a solution. The loss of several litter bins was raised and the clerk will contact RMBC to arrange replacement. The continuing problem of litter and dog fouling was noted. In borough councillors, Adrian Gabriel of RMBC Waste Management had been invited. He gave a report of the problems with waste collections in Catcliffe. The main issues were vehicle breakdown with a shortage of adequate hire replacements and staff absenteeism with difficulties of hiring temporary staff. The round which includes Catcliffe is to be reduced with 250 properties reallocated to another round but with all properties in Catcliffe remaining on their current day. Tenders for new vehicles were in place and this process is hoped to be complete by 2016 with the current 10 vehicles upgraded to 12. Other matters raised were drop kerb access at High Hazel Crescent and there were also reports of horse fouling and blocked drains but with no specific facts these were left on the table. At this point the meeting was suspended for two minutes silence as a mark of respect for the late Brian Jolly who had long served with distinction as a parish councillor and chairman. The two available casual vacancies were then dealt with and Garry Marsh and David Vickers were co-opted on to the council. This leaves the council with a full complement. The minutes of the previous meeting were approved. The closure of the dog kennels off Mappin Road is being dealt with by RMBC and a full response is due shortly in lieu of the closure notice issued by them. The bus stop relocation at 70 Sheffield Lane has been referred to relevant agencies. The new notice boards had been ordered and Harworth Estates had agreed to one being sited at the Waverley development. The fly-tipping issue had been addressed. Bank reconciliation, budget monitoring and monthly accounts were approved. The external auditors report had no matters to discuss and is available to read on the council website. In recreation grounds, the fencing at Highfield View is an ongoing project. A staffing issue following problems with teenagers at the playground is to be investigated. The MUGA funding consideration was deferred. Complaints had been received with dogs running loose on the recreation ground. Members were advised that current council policy had no restrictions in place to prevent this but expected that owners be responsible and clear up any dog fouling and not allow dogs in the enclosed children’s park. The assessment of the public response regarding the memorial hall renovation was deferred. In parish matters, the request for the Orgreave miners memorial had been withdrawn and the problem of the car meets on Morrison’s car park is to be discussed at the next area assembly since there has been little positive response from involved parties. The preliminary plans for the Waverley Local Development retail options had been released. Nominations were requested for the local councils working group. The borough councillors in attendance who attend these meetings in their own capacity agreed to represent the council in order to free up balloted places. A number of planning applications received no adverse comments and two planning determinations were granted conditionally. In correspondence a request from Age UK was noted.
