Letter: Why have tenancy agreements?

CAN you remind me why the council has a tenancy agreement? It appears to me and from reading letters here that breaking tenancy agreement does not matter for if it does then why are some allowed to continually break tenancy agreements, like, for example, Anti Social Behaviour Orders?

I have anti-social behaviour right next to me and all I see are tenancy agreements being broken over and over. Yesterday the fire brigade had to come out to put out burning settees in their back yard. They are laughing about it today. Report it? Two days later it just carries on.

So how do tenancy agreements work?
