No right turn

AREN’T the people who live and work on Hollowgate allowed to drive into Rotherham town centre?

At the junction of Hollowgate and Wellgate there is no left turn, which I don’t understand. You can turn left from Mansfield Road, and from Broom Valley Road, neither of which are controlled by traffic lights.

The other end where Hollowgate meets Moorgate Road and Alma Road you can’t turn right, which does make sense, because of the road layout.

I can remember when I was learning to drive, not so long ago, I turned right there. I’m sure if there had been no right turn then, my instructor would not have told me to do so. So how long has the sign been there? I have seen people turning right anyway, as the sign is not very obvious.
