It looked as though Bester's side were heading for a second successive defeat when they shipped 15 second half points iside seven minutes to overturn an 18-13 half-time lead.
With both sides also trading penalties, Bedford opened up a 35-24 advantage with eight minutes left - but Rotherham staged an excellent comeback which started when Lee Blackett touched down and then, in the fourth minute of added time, a penalty try was awarded with Bedford defending desperately.
