The 23-year-old will provide competition for wing-back Chiedozie Obene on the right flank as the table-topping Millers push for promotion to the Championship.

The Slough-born player won't join up with his new teammates until next Monday as he completes his recovery from an ankle injury with his parent club.

He impressed on loan at second-tier Nottingham Forest earlier in the campaign but managed only four appearances because of a hamstring issue and then his ankle complaint.

Rotherham had been tracking his progress and contacted Arsenal after Forest cut short his stay at the City Ground.

"He's at the end of an injury and his club want to make sure everything is 100 per cent right," said Millers manager Paul Warne. "I respect that. I'd do the same with one of my own players.

Osei-Tutu, who can operate as a winger, wing-back or full-back, is said to be a real talent with blistering pace but his fitness record is chequered.

He missed six months of a season-long loan spell at Championship Cardiff City last term because of a hamstring problem and played only nine times.

A meeting last Thursday between Warne and the player, who hasn't made a senior appearance for the Premier League Gunners, sealed the deal.

The boss said: "He's a real athlete and he'll be a good addition."

Osei-Tutu is the second Millers arrival of the January transfer window, following the capture of striker Georgie Kelly, and no more incomings are expected before tonight's 11pm cut-off point.

Wantaway centre-forward Freddie Ladapo will remain at New York unless there is a significant late development while Portsmouth are keen on midfielder Jamie Lindsay but Rotherham aren't interested in selling the midfielder.
